林业定点扶贫绩效评估研究

Study on Performance Evaluation of the Fixed-point Poverty Alleviation of Forestry

为进一步提升林业扶贫效果,从生态建设绩效、经济发展绩效和社会公共服务绩效3个维度构建林业定点扶贫绩效评估指标体系,并采用"熵权法"对国家林业和草原局定点帮扶的贵州省独山县、荔波县,广西壮族自治区的龙胜县和罗城县4个贫困县2011～2017年的林业扶贫绩效进行了评估分析。评估结果发现:4个贫困县在国家林业和草原局定点精准帮扶下,林业扶贫绩效得到显著提升;荔波县与龙胜县的林业扶贫绩效水平较高,独山县绩效提升最快,而罗城县不管是绩效水平还是增长幅度都处于较低水平;4县在生态、经济、社会等方面的林业扶贫绩效仍需进一步提升。针对评估结果以及贫困县林业定点扶贫过程中存在的问题提出相应对策建议。

In order to further enhance the effect of poverty alleviation of forestry,an indicators system of perfor?mance evaluation on the fixed-point poverty alleviation of forestry was constructed from three dimensions includ?ing performance of ecological construction,performance of economic development and performance of social pub?lic service.The indicators system was applied in the performance evaluation on poverty alleviation of forestry in Du?shan County,Libo County,Longsheng County and Luocheng County officially assisted by National Forestry and Grassland Administration from 2011 to 2017 by using the entropy weight method.The evaluation results found that the performance of poverty alleviation of forestry in four poverty-stricken counties had been significantly im?proved with the precise help given by the National Forestry and Grassland Administration.Libo County and Long?sheng County had higher performance level of forestry poverty alleviation,and Dushan County had the fastest speed of performance improvement,while Luocheng County had a lower level of performance and growth rate.The performance of forestry poverty alleviation in the ecological,economic and social aspects of the four counties still should be further improved.In view of the evaluation results and the existing problems in the process of pover?ty alleviation of forestry in poverty-stricken counties,the corresponding countermeasures and suggestions were put forward.
