完善草原生态保护政策机制 促进林草体制机制融合发展

Improving the Policy and Mechanism of Grassland Ecological Protection Promoting the Integration and Development of Forest and Grass System and Mechanism

国家机构改革成立国家林业和草原局,对草原保护与利用提出新的要求。文章从全国层面梳理了目前草原相关法律、政策和机构现状,总结草原改革和保护体制机制存在的五大主要问题:相关法律制度尚不完善,地方基层草原监管能力薄弱,草原科研与推广力量薄弱,草原改革试点推进缓慢,草原生态保护修复投入明显不足。进一步详细分析草原确权和生态补奖两大政策在地方的执行情况,最后从林草融合的视角提出草原保护发展的基本思路与政策建议。

The establishment of the National Forestry and Grassland Bureau,coming from the National Institutional Reform,puts forward new requirements for the protection and utilization of grasslands.This article sorted out the current status of related grassland laws,policies and institutions from the national level,and summarized five major problems in the grassland reform and protection system:the relevant legal system is still not perfect,the local grassland supervision ability is weak,the grassland scientific research and extension is weak,pilot grassland reform is slow,and investment in grassland ecological protection and restoration is obviously insufficient.Further analyzed the implementation of grassland certification and ecological compensation policies in local areas in detail,and finally put forward the basic ideas and policy recommendations for grassland development from the perspective of forestgrass integration.
