精准扶贫背景下产业扶贫的实践模式及经验探索

On the Practice Mode and Experience of Industrial Poverty Alleviation under the Background of Targeted Poverty Alleviation

精准扶贫的基本思想对产业扶贫的靶向目标提出了新要求。在新的靶向目标下,我国产业扶贫的实践模式可以解析为三种基本分类:"公司+农户"、"合作社+农户"和"公司+合作社+农户"。从实践效果看,"公司+合作社+农户"模式更适合当前背景下的产业扶贫。在实践基础上,应进一步建立政府、公司、合作社及贫困农户间的利益联结机制,建构多元主体的良性互动关系。

The basic ideas of targeted poverty alleviation have put forward new requirements to the target of industrial poverty alleviation.With the new target,the practice mode of industrial poverty alleviation can be divided into three basic categories which are the modes of 'company + farmers','cooperative +farmers'and 'company + cooperative + farmers'.From the practical effect,the mode of company +cooperatives+farmers is more suitable for the current background of industrial poverty alleviation.On the basis of practice,the benefit coupling mechanism between the government,the company,the cooperative and the poor farmers should be established to construct the positive interaction between the multiple subjects.
