本文提及山东北部港口建设落后的原因,提出近期适应经济开放港口建设的必要性和开发的起步意见。

In this paper the author points out the reason of backward in harbour con- struction in northern Shandong and the necessity of harbour construction in suiting the needs of enconomic opening and some tentative ideas on its develop- ment.
