公办养老机构转制发展现状及对策研究

为了进一步推动老龄服务市场的健康发展,国家开始大力推进公办养老机构转制进程。文章以公办养老机构转制试点为研究对象,深入分析了各地公办养老机构转制的主要类型及经验,并针对目前转制过程中的突出问题,认为未来公办养老机构转制应着重加强公办养老机构转制的顶层设计、精准分类、统筹推进、多元方式,以及进一步完善转制过程中的价格形成机制、国有资产管理机制、招投标机制以及合同管理机制。

In order to promote the healthy development of the service market for the elderly,the chinese government is active promoting the reform of public institutions for the elderly.This paper takes the pilot project of reform of public institutions for the elderly as the research object,and analyzes the main methods and experiences of the reform in some provinces.This article points out the main problems in the process of reform and gives some suggestions,Such as the establishment of price formation mechanism,state-owned assets management mechanism,Bidding and tendering management mechanism,as well as contract management mechanism.
