论监理在我国工程建设中的服务性

本文对我国建设工程监理现状和工程监理的根本属性、服务对象和服务性的强制推行、服务性的监督功能及市场准入、服务的原则及依据、服务的目的及范围、服务的科学性和独立性、服务的公正性和基本方法、服务的内容和作用、监理与业主和承包商的关系、服务人员执业指导原则和执业准则、服务的职业道德、监理工程师的素质要求和法律责任等相关内容进行了阐述,力求对监理在我国工程建设中的服务性进行比较全面的认识。

The present status and essential attributes of engineering supervision, compulsory implementation of service and service subjects,service supervision function and market access, principles and basis of service, goals and scopes, science and independence, fairness and basic techniques, content and functions of service, relationship between supervisory and owners and contractors, service person nel practice guiding principles and professional standards, service professional morality, quality requirements and legal liability of supervision engineers are discussed in the paper for a compara tive comprehensive understanding of the service of supervision in our country's engineering con struction.
