我国经济体制改革已经进入市场经济制度创新的攻坚阶段 ,政府尤其中央政府的作为如何关系重大 ,而政府的作为怎样与制度创新的成本大小密切相关 ,因此 ,政府必须设法降低制度创新的成本 。

Our country's economic structural reforms have already stepped into the most important stage of the system innovation.The achievements of the government,especially the center government,is very important,but what degree the achievements can reach is related to the costs of the system innovation closely.So the government must try to reduce the system innovation costs and promote the changes of the function as well as system innovation in reasonable costs.
