摘要
本文以官厅水库流域为例 ,从宏观经济学角度出发 ,将流域水资源利用中存在的污染、浪费问题与产业结构的合理性结合起来进行研究。首次采用Fuzzy分析模型对流域产业结构进行分析 ,据此按发展的适宜性对流域产业进行排序 ;探讨了导致流域水资源利用问题的深层原因在于产业结构不合理。根据流域现状 ,提出了产业结构的调整方案 。
In past decade,Water pollution has become a serious problem i n most river basins in northern China where water is precious and less than 600m 3 per capita To solve the problem,more and more sewage plants are under cons truction or under programming This is certainly an effective way,but to some e xtent negative Therefore,positive measures are needed and should be complement ed along with sewage plants The relation between industrial structure and water resources in a reservoir basin is discussed in this paper and taken as a positi ve way of thinking Considering Guanting Reservoir (located 80 km north west of Beijing) basin as an example,from the macroeconomic point of view,the problem s of river pollution and waste of water are studied together with the analysis o n industrial structure of the basin The Fuzzy Optimal Selection Model was intro duced first time to deal with the problem of industrial structure analysis With this model,a significant conclusion is made:the fundamental factor with respe ct to river pollution is the unreasonable industrial structure basin wide With the present situation of the studied basin in hand,a integrated management sch eme is presented to adjust the industrial structure of the basin and some counte rmeasures on decision making for authorities and local governments is also sugg ested
