试论唐初的防腐治贪措施

On the Measures of Anti-Corruption and Govern Venality in the Earlier Period of Tang Dynasty

唐朝前期,政清人和,吏治清廉,促成了唐朝在我国历史上的盛世地位。本文对唐初的防腐治贪措施归结为五个方面:德才并举的官吏选任、完备的官吏考课制度、完善的监察制度、防范官吏腐败的回避制度、对贪污受贿行为严厉惩处。"以史为鉴,可以知兴替",反思历史利弊得失,企以有古为今用之效。

Retrospecting the history of China,the most prosperous period is Tang Dynasty.So great achievment of Tang Dynasty was attributable to peace,integrity and a system of strict ruling officals in the earlier stage of it.The article draws five aspects from the measures of anti-corruption and governing venality in the earlier time of Tang Dynasty:functionaries selection emphasize on talent as well as morality;consummate officeholders'examination system;perfect inspection system;avoidence system of anti-corrupt elements;and whipping bribery and corruption.One can know the alternation of the society by viewing its history.We can put the success and failare of the history to good use to date.
