构建与完善铁路分局生产经营责任考核机制的思考

Reflections upon Establishing and Perfecting the Responsibility Examination Mechanism for the Management of Railway Sub-Administration

构建与完善铁路分局生产经营责任考核机制,是实施生产经营责任制的核心内容。要以资产关系为纽带,在明确国有资产出资者与经营者权责的基础上,建立法人授权委托经营和经营者交纳风险抵押金制度,以经济效益为中心,质量效率为重点,总体设计铁路分局的考核机制。通过界定权责、量化指标、建立标准、规范程序,形成覆盖机、车、工、电、辆各部门和基层各单位的生产经营责任考核体系,落实国有资产保值增值责任。

It is the core of implementing production & management responsi-bility system to construct and perfect its examination mechanism in railwaysub-administrations. The paper suggests to set up a system of managementauthorized by legal person and a 'risk deposit system' for the manager, takingthe capital relationship as link and based on defining the rights and responsi-bilities of public investor and manager. It also suggests to design overall theexamination mechanism of railway sub-administration with economic benefitas core and with quality & efficiency as emphasis. By defining rights andresponsibilities, quantifying indices, establishing standards, standardizingprocedures, a production management responsibility examination system cov-ering departments of locomotive, rolling stock, permanent way, telecommuni-cation & signaling, train & crew, etc as well as the basic working units is cre-ated so as to fulfill the responsibilities of value-preserving and value-adding forstate-owned assets.
