网络扩容和拥挤道路使用收费的组合模型及求解算法 被引量:18

摘要 研究了网络扩容和拥挤道路使用收费组合问题 ,建立了双层规划模型 ,其中上层模型以网络的净效益最大化为目标 ,下层模型是一个弹性需求的随机用户平衡 ( SUE)模型。鉴于双层模型求解的复杂性 ,设计了一个基于步长加速法和惩罚函数法的启发式算法 ;实例计算表明 ,该组合模型的结果比纯拥挤道路使用收费的结果更合理、更容易为公众所接受 。 Authors study the integrated problem of expanding network capacity and road pricing. A bi level programming model is formed. The upper objective of the model maximizes net benefit of network, while the lower is the stochastic user equilibrium model with elastic demand. Because of complex property of solving bi level model, a heuristic algorithm which is based on step acceleration method and penalty function method is proposed, and in the end,a numerical example is given.
