Basic Education in Rural Areas of Guangxi Autonomous Region:An Investigation Report

完成“两基”历史任务之后的农村教育在新世纪面临机遇和挑战 ,处在县管为主基础教育管理体制和农村税费改革制度变迁中的西部地区农村教育发展现状令人有喜有忧 ,新体制改革的效应有效地遏制了农村教育边缘化倾向 ,但存在不少老问题和新矛盾。因而 ,必须抓住全面建设小康社会的战略机遇期 ,解放思想 ,实事求是 ,与时俱进 ,确立农村教育战略重点地位 ,完善农村教育管理体制 ,创新农村教育发展模式 ,为解决“三农”

After fulfilling the historical task of 'basic popularization of basic education and basic elimination of illiteracy from young and middle aged people', rural education is confronted with new challenges and opportunities in the new century. In the reforms of the management system of basic education and the rural taxation system, the current development of rural education in the western part of China has both achievements and problems. Although the result and influence of the new system reform have effectively curbed the tendency of marginalization of rural education, there still exist many long existing problems and new contradictions. To make an active contribution to the solving of the problems concerning 'rural areas, farmers and agriculture', energetic efforts must be made to seize the strategic opportunity for constructing a well off society, follow the ideological line of emancipating the mind and seeking truth from facts, establish the strategic key position of rural education, optimize the management system of rural education and innovate the development mode of rural education.
