This paper proposes that based on its fortified city, palace, and elite burials, Panlongcheng was the headquarter of a state established by the Shang people directly coming from the Central Plains. As a local administrative center, Panlongcheng functioned in many aspects, but the economic one was the most significant to the Shang Kingdom: it collected tributes to support Shang royal family and elites and keep the operation of the state on the one hand, and mined and transferred coppers to the north to satisfy various demands on the other hand.
