This paper discusses the relationship between the well off and social capital,proves that the social capital accounting are the important foundations of the well off statistics and evaluation, thinks that the social capital accounting is the guarantee of building a well off society in an all round way,and puts forward the framework of social capital accounting research.Finally,the paper analyses the significances and key points of social capital accounting.
