摘要
循环经济是按生态经济原理和知识经济规律组织起来的一种生态经济,主要有减量化、再利用、资源化三大原则。自从20世纪90年代国际社会确立可持续发展战略以来,德国、日本、美国等国家把发展循环型经济、建立循环型社会看作是深化可持续发展战略的重要途径。在当代国际环境保护立法中,循环经济理念成为新的潮流,中国应借鉴发达国家循环经济立法的做法,推进环境保护立法。
Circular economy is the theory of ecological economy and laws of knowledgebased economy, including three major principles of reduction, recycle and optimum distribution of resources. Since the 1990's when sustainable development strategy was recognized by the international community, countries such as Germany, Japan and the United States all regard developing circular economy and establishing circular society as an improtant approach for sustainable development. In today's international environmental protection legislation, the ideas of circular economy has become a new trend. China should learn from the developed countries in terms of circular economy legislation to promote its environmental protection legislation.
