地市新上本科普通高校在人才、智力、信息、人缘、地缘、特色等十个方面有其相对优势,但也存在经费短缺、办学条件差、办学历史短、管理机制不完善等十个方面的劣势。因此,作为地市高校,要克服盲目追求高层次、跟随模仿、盲目引进人才、与地市经济脱节、形式主义、盲目乐观、自我封闭等十个方面的倾向。根据地市实际,采取恰当进行目标和层次定位、适度进行规模扩张、打造自己的特色、量力引进人才、主动与地市经济相结合、更新观念、强化奋斗意识、增强改革与发展的物质基础和经济实力、营造开放的氛围等十个方面的发展策略。

Newly-built regional universities have 10 advantages, such as personnel, intelligence, information, popularity, geographic features, etc., but they also have 10 disadvantages, such as insufficient funds, bad conditions, th e short history of running schools, imperfect management mechanism, etc. Therefo re, the regional higher education must overcome the 10 tendencies: blindly pursu ing the high level structure, following others and introducing talented persons at random, being divorced from the regional economy, keen on formalism, unrealis tic optimism, self-closure, etc. According to the regional practice, the newly-b uilt regional universities should chose an appropriate target, make a considerab le scale expansion, build their own special features, introduce talented persons according to their own capability and actively cooperate with the regional econ omy. The way of their thinking should be renewed, the struggling consciousness r einforced, the material base and economic strength reformed and developed.
