优化产学研结合模式是全面建设小康社会 ,实施科教兴国战略的一个新的重要课题。高等学校要发挥优势 ,拓展社会职能 ,在优化产学研结合模式中起主导作用。各级政府要调整管理体制 ,切实把产学研结合作为最中心的工作 ,纳入政府规划 ,明确职责 ,引导企业成为科技创新的主体 ;要加强宏观调控 ,协调解决产学研结合中的各种困难与矛盾 ,创造有利于产学研结合的政策环境。

The perfection of the Production Teaching Research Integration pattern is a new important project in building an all round well off society and developing the country by relying on science and education. Universities and colleges should give full play to their strengths and broaden their scope of social functions so as to play a leading role in the perfection process. Governments at all levels should adjust their managing system with the integration as their central work. They should clarify their duties and turn enterprises into the subject of scientific and technological innovation. Governments should also strengthen its macro regulation work and solve all difficulties and contradictions so that a favorable policy environment can be created for the integration.
