社会对高层次人才的持续需求 ,人们对非义务教育“谁受益 ,谁出钱”的教育投资观的进一步认识和理解 ,以及城乡居民收入的稳步增长 ,使研究生教育收费具有了可行性 ,但在制定收费制度过程中应遵守循序渐进 ,成本多元有限分担 ,保证国家及社会人才需要 ,按地域、校别、专业差别收费等基本原则 ,并适时进行与此相配套的奖学金、贷学金、“三助”活动及制度的改革。

It becomes feasible for postgraduates to be charged for their education because of the increasing demand for high-level talents, the steady income growth of the urban and rural citizens, and the further understanding of investment on non-compulsive education. However, in the process of setting up the charge system, many basic principles should be observed, such as steady advancement, tuition fee sharing methods, priority of the state and social demand for talents and differentiated charges in accordance with differences in location, schools and specialties. At the same time, corresponding measures of scholarships, loans for students and three assistance' should be conducted and reformed.
