摘要
数字鸿沟是当代信息社会中的一个畸形的、愈演愈烈的世界性问题。数字鸿沟广泛存在于不同国家或地区之间以及一国内部不同地区之间、城乡之间、企业之间和人群之间。数字鸿沟的危害波及一国政治、经济、文化、军事安全与社会稳定。数字鸿沟的治理应从国际电信合作、电信普遍服务、调动IT企业的积极性。
Digital divide is an intensifying and abnormal phenomenon in modern information society.Digital divide exists among different countries or areas,and among different districts,cities and countryside,different enterprises and different groups.Digital divide not only can jeopardize the safety of politics,economy,culture and military affairs of a nation.,but also the stability of it.In order to bring digital divide under control,we must:①carry out international telecommunications cooperation;②draw up perfect policies about widespread telecommunications service;③bring IT enterprises into play;④develop education of informatization;⑤make Chinese culture networking.
