精神文明建设规律运用机制的探讨

认识社会主义精神文明建设规律的目的是为了运用规律。因此,应从精神文明建设规律的认识掌握机制、实践运用机制、监督保障机制三个方面构建精神文明建设规律的运用机制。首先,要把精神文明建设规律的应用问题,作为精神文明建设理论的重要内容,要正确理解精神文明建设的规律体系,为精神文明建设规律的应用奠定良好的基础。其次,在精神文明建设规律的运用过程中,要正确处理精神文明建设规律和精神文明建设实践的辩证关系,培养合格的领导主体、执行主体和参与主体,坚持正确的原则和方法,建立规律遵循情况的评价机制。再次,精神文明建设要法制化,应根据精神文明建设规律,加强精神文明建设各方面的立法,优化社会环境,为规律的遵循创造良好的社会环境。

The goal of discovering the rules of culture and ideological progress is to utilize them. Firstly, ultilization of these rules should be taken as an important part of the culture and ideological progress, and the system of these rules should be understood correctly. Secondly, during the ultilization of these rules, the relation between rules and practice should be settled down correctly, qualified leaders, practitioners and participant should bedeveloped, and correct principle and methods should be adhered to, and an evaluation mechhhanism about the utilization of these rules should be set up. Thirdly, culture and ideolongical progress should be ruled by laws, legislation in all fields of culture and ideological progress should be strengthened in the light of these rules, and social envioronment should be improved.
