注册资本是企业规模、实力、信誉和民事行为能力的核心标志。注册资本不实对正常社会经营秩序将带来严重破坏。产生不规范出资行为的原因比较复杂,涉及企业、社会中介机构、法律法规和政府管理等因素。必须通过健全法制、规范社会中介机构执业行为以及强化政府管理等途径来解决。

Registered capital is the core measurement of a company as to its scale, operational capacity, credit and civil suit ability. The fraudulent registered capital will destroy the normal social and economic orders. The resulted reasons are more complicated and involved in enterprise itself, brokers, laws and regulations, and government management. All these problems can be solved by improving legal system, regulating brokers'operations, and strengthening government management.
