新时期农村治安形势与农村派出所建设滞后的矛盾浅探

Discussion on the Confilict between the Public Security Situations and the Construction of Public Stations in Countryside in the New Age

改革开放以后 ,我国农村发生了深刻的变化 ,从而导致农村治安的复杂化。农村派出所警力、经费不足 ,信息不灵、设备陈旧落后。要使派出所适应新形势的需要 ,应做好几个方面的工作 :一是必须加强农村派出所队伍建设 ,精简机构 ,让警力下沉农村基层 ;二是改革农村派出所勤务工作 ,以管理与防范为重点 ,实现一区一警 ;三是以农村治保组织为骨干 ,建立群防群治的农村社会治安防控网络 ,努力实现社会治安综合治理 ;四是以社区为依托 ,设立“警务工作站” ,建立农村快速反应机制。各级党委、政府要重视农村派出所的基础工作 ,增加经费投入 ,更新农村派出所的设备并增加其科技含量 ,确保各项措施能够顺利实施 ,从而使农村社会治安能长治久安。

Great changes have been taken in countryside with the policy of reform and opening up,which results in the complexion of the public security situation in the small towns.In lack of the manpower,outlay,quick information and advanced equipment,work in many aspects should be done well in order to allow the public stations to meet the new situation:First,to fortify the team construction of countrys public station with retrenthed framework;second,to reform the service with emphasis on management and prevention;third,to set up a prevention and control network of public security with skeleton mass;fourth,to set up a country system of quick reaction by depending on the neighbothood.Besides,the Party committees and governments of all levels should pay attention to the essential construction of the public stations in small tows.To increase the outlay,update the equipment of the public stations so that all the work can be done smoothly to protect the lasting stability and durable peace in the countryside.
