首先讨论了大学管理理念 ,分析了大学中的两种权力系统及其相互间的关系 ,指出了我国大学内部管理中存在的问题 。

The concept of management in the university is discussed in the paper and the university's two power systems and their inter relations analyzed. In regard to the existing problems in the internal management, a tentative plan is proposed in terms of university department layer structure and distribution of power and responsibility.
