对于发展中国家来说,当前最紧迫的任务莫过于发展,而这些国家的资源紧缺,发展机制也不健全完善。为了有效地解决发展中的问题,它们不能盲目模仿西方工业革命的发展模式,也不能照搬西方城市规划和发展的方法经验,而是要创造出新的、适合自己的方法和措施。

In the developing world, the need fordevelopment is overwhelming, the resources arelimited, and the needed institutions are immature oruntested. It cannot permit the replication of the excessesand inequalities of the industrial revolution, but it alsocannot expect to imitate the successes of Westernprosperity or the corresponding methods and measuresof Western urban planning and development. It willtherefore be necessary for them to find new methodsand invent new measures to solve their problems.
