关于地方性流动人口计划生育管理法规的几点探讨

Thoughts on Local Laws and Rules of the Floating Populations Family Planning

论文简要回顾了地方性流动人口计划生育法规的建设与发展 ,指出了在法规建设中各地方法规之间存在的一些需要协调的问题 ,还指出了地方性法规在可操作性上存在的问题 ,最后论文对流动人口计划生育管理工作和相关法规建设提出若干建议 :一是给流动人口给出一个比较合理的定义 ;二是注意与当前的户籍管理体制改革相配套 ;三是实行以居住地计划生育政策为主要标准的管理模式。

By reviewing the development and evolution of the laws and rules of floating populations family planning in different areas, this paper points out that some issues of the laws and rules among different areas have to be in accordance and some problems perplex the practicality of the local laws and rules. To improve the administration of the floating populations family planning and to perfect the laws and rules relevant, some suggestions are put forward: first, it is better to set up a nation-wide standard for the definition of floating population, second, the laws should be in line with the present reform of household registration policy, last the family planning of the floating population should be mainly in line with the policy of the places where they are living or working at present.
