An Analysis of the Problems and Their Solutions of Combining Distribution according to Work with Distribution according to Productive Elements

本文讨论了我国按劳分配与按生产要素相结合在实践中遇到的问题,提出了四条完善按劳分配与按生产要素分配相结合的思路,以及加快国有企业产权制度改革等八项对策建议。

After discussing the problems of the definition of productive elements, the author puts forward four solutions that the principle of distribution according to work should be fully implemented; the mechanism of distribution according to productive elements should be set up and improved gradually; the proper forms of combining distribution according to work and distribution according to productive elements should be found and their relation should be properly treated; and efficiency and equity should be organically connected aiming at common prosperity. And eight suggestions are given that the reform of the property system of state- owned enterprises should be accelerated.
