摘要
《条议海防事宜》是郭嵩焘在洋务运动时期上呈的一篇奏稿,从中可窥见郭嵩焘别具特色的富强观。他认为中国要致强致富,必须循习西洋政教,发展近代工商业,培养通用之才。这三者构成其富强观的本、方、源。尽管它未被当政者所采纳,但对中国社会走向近代化,谋求富强仍具有重要的思想价值。
Tiaoyi Haifang Shiyi is Guo Songtao's memorial to the emperor during the Westernization Movement, which shows his unique view of prosperity and power. Mr. Guo considered that China should learn from the politics of West Country,and develop modern industry and commerce,and train versatile person if China wanted to become a prosperous and powerful country. Though his view point was not adopted by the governor of Qing Dynasty, it still has important value for China to accomplish the modernization and reach prosperity and power.
