论环境保护的公众参与

On Public Participation In Environmental Protection

地球是人类共同的财富,保护绿色家园是每个人的责任。公众参与环境保护在西方国家是一种常见形式,并且已经形成一系列的政策法律制度。但是我国传统的政治经济文化并没有为其提供良好的条件。文章从公众参与的概念入手,以经济学、环境问题本身的特殊性及法学理论来分析公众参与在环境保护中的必要性。剖析了我国环境保护中公众参与的现状和成因,并提出若干相应对策。

The earth is the common wealth of human being, and protecting green home state is the duty of every one of us. Public participation in environmental protection is a familiar form in western countries, which has been incorporated a series of policies and legal system. But China's traditional politics, economy and culture did not provide enough conditions for it. Starting from the concept of public participation, the article tried to analyze the necessity of public participation in environmental protection from the particularity of the environmental problems and the thoery of economics and law. After that the article anatomised the actuality and the cause of public participation in China. Finally some corresponding advices have brought forward.
