摘要
文章例举了国有企业人力资源管理方面存在的诸如人力资源管理与企业发展战略脱节 ,薪酬激励作用丧失 ,人力资源管理部门不善于营造企业文化 ,人才流失严重 ,人力资源部门工作人员缺乏综合工作动力等方面的问题 ,通过对这些问题的分析 ,提出了国有企业人力资源管理部门职能转变的四项措施建议。主要从改变国有企业人力资源管理方式和提高人力资源管理人员能力方面论述的。
Focusing on the following problems which exist in the human resource administration of state-owned enterprises: human resources is out of the line with the strategy of enterprise development; the loss of salaries incentive function; administrative department of human resources is not good at building enterprise culture; serious phenomenon of the brain drain; the workers in the department have poor impetus to the comprehensive work. Through analyzing the above problems, the paper offers four measures for the transformation of functions: mainly discussion on the change of the human resources management mode of state-owned enterprise and promotion of the capacity of the managers.
