县、乡计划生育经费使用管理中的问题及对策

通过对湖北省及襄樊市部分县、乡计划生育经费使用管理情况的两次调查可见 ,基层在计划生育经费使用管理中存在着投入不足、支出结构不合理、财务管理制度不健全及自我创收能力不强等问题。据此 ,在分析问题原因的基础上 ,提出应在严格执行经费投入政策 ,加大对计生人员结构、经费支出结构调整力度 ,加强创收、完善财务管理制度等方面采取相应对策。

The 2 investigations conducted for the result of running FP fund in some counties and towns of Hubei Province shows that there exist a number of problems including insufficient fund supply, unreasonable expending structure, unsound financial management system and poor ability of self money-earning. On the basis of the analyses, corresponding countermeasures are put forward as the following: to execute strictly the fund investment policy adjust FP personnel structure and expenditure structure, increase income and improve financial management system.
