村民自治:构建村级计划生育工作新机制

为了改变长期以来计划生育工作“停在村里 ,空在户里”的状况 ,根据实现“两个转变”的要求和建立新时期人口与计划生育工作机制的需要 ,东海县开展了计划生育村民自治的试点工作 :通过构建村民自治的运作框架和建立集宣传、服务、管理于一体的计生工作机制 ,为村民提供了从婚前宣传教育到中老年健康保健的一系列登门服务 ,落实了各项奖励和优惠政策 ,并实施了以帮助计生户发展经济为目标的“少生快富幸福工程” ,有效提高了村级计生管理和服务水平 ,群众满意率也不断提高。

Donghai County has benefited itself from a family planning trial program of villager autonomy, in which an autonomy framework has been set up together with a working mechanics integrating the family planning publicity, service and administration. With a series of services and economic projects provided, the FP administration and service level have been effectively improved and more and more villagers are satisfied.
