摘要
2002年11月21~22日,北约布拉格首脑会议决定吸收中东欧7个国家加入北约。同年12月,欧盟哥本哈根首脑会议决定接收8个中东欧国家入盟。本文阐释双东扩进程中各种角色的利益构成,比较分析北约和欧盟扩大的框架条件,阐明两者间的差异及其对各自扩大进程的影响。双东扩不仅对北约和欧盟新老成员国有直接的政治、安全和经济利益,而且这两个组织的扩大对欧洲观念也产生重大影响。
The NATO Summit Conference in Prague, November 21-22, 2002 decided to accept seven Central and East European countries as NATO member countries. In December the same year, the European Union Summit Conference in Copenhagen decided to accept eight Central and East European countries as EU members. The article expounds the composition of interests played by different roles in the course of the eastern expansion of the two organizations. It makes a comparative analysis of the framework of NATO and EU requirements, and expounds the differences between the two and the impact on the expansion of the two organizations respectively. The dual eastern expansion has direct political, security and economic interests with the new and old membership of both organizations. Not only so, but the expansion of the two organizations has a major impact on the European concept.
