加入WTO与中国中央银行独立性的法律完善

WTO Entry and Legal Consolidation of the Independence of the PBC

中央银行独立性程度与该国币值稳定呈正相关 ,中央银行法定职能与具有国际统一性的市场经济密不可分。在中国加入WTO和全球经济金融一体化已成必然的新形势下 ,借鉴国外先进经验 ,在法律上进一步强化中国人民银行的独立地位 ,使其对全国人民代表大会常委会负责。政府成为中国人民银行履行法定职责的坚强保障。中国人民银行在保持币值稳定的同时 ,应当与政府其他经济政策协调配合 ,共同促进经济增长。

The independence of the central bank casts a positive corporation on the stability of the state's currency. And the statutory functions of the central bank relate closely with the market economy, which takes international unity as an integral part. With China's entry to WTO and global unification of the world finance, draw on the advanced experiences of foreign countries and further consolidate the independence of PBC, by making it directly subordinate to the Standing Committee of the National People's Congress. The government shall provide PBC a strong support for performing its legal duties. While ensuring the stability of the state's currency, PBC shall also comply with other government economic policies to facilitate the continuos growing of the economy.
