Creating new transferring system of group's construction used for land must conform to the objective laws of market economic development. And correct guidance should be given immediately. The paper puts stress on the clarification of group's right to land, standardization of right to use land, establishment of system of compensated use to land, the goal of keeping overall dynamic balance of arable land.
