经济发展、耕地保护、服务到位三者结合 ,互相促进。本文提出服务促保护 ,即依法行政 ,简化程序手续 ,提高服务效益 ;改善目标责任制、强化耕地占补平衡措施 ,发挥规划和用地计划指标的调控作用 ,引进土地整理新思维 。
The combination of economic development, arable land protection and prompt services will give impetus to each other's development. The paper proposes the following ideas: service promotes protection, service procedures should be simplified, efficiency should be improved, the final responsibility laws should be improved, balance measure of occupation and compensation to land should be strengthened. The function of adjustment and control of regulations and application plans should be exerted greatly. New ideas of land arrangement should be introduced and the capacity of land application should deeply be dug out.
