通过分析历年财政赤字和国债的基本状况,提出了财政赤字的新特点,认为目前在我国,财政赤字并没有提高利率,也没有挤出民间投资,利用国债进行公共投资,其净效应是促进了经济增长的。因此,实施积极财政政策的决策是正确的。

Deficit financi ng and national debts are increasing in recent years in China.But deficit has not improved rates,neither squeezed out civil investment.However,investment by national debts has promoted economic growth.So actve fi-nancial policies contribute to economic growth.
