Functions of Local Government in the Small and Medium-Sized Enterprise Cluster's Development

集群被认为是支持中小企业成长以使其在全球经济中能有效竞争的最佳选择,而促进企业集群成长的一项重要的干预措施,就是由地方政府促进企业间的横向合作以及纵向分工的形成和发展。这一方面,需要地方政府来承担"网络经纪人"的职能,培育企业间建立合作与交流以诱发主动的集体效率;另一方面,地方政府要投资"公共产品"领域,促进企业间的合作与交流以促进被动的集体效率。

Clusters are thought to be one of the best ways to sustain t he development of small and medium-sized enterprises, and facilitate their effective competition in global economy. To foster the growth of enterprise clusters the local government need to help improve the horizontal cooperation and vertical specialization between the enterprises. On one hand, local government should take the role of 'network broker' to achieve active collective efficiency between enterprises; on the other hand, it should invest in 'public goods' to accomplish the passive collective efficiency.
