摘要
分析了青藏铁路的特殊性及其对运输安全的不利影响 ,这种特殊性对青藏线建设和运营提出了特殊的要求。以运营安全性和可靠性为核心 ,设计和建设安全保障体系 ,是青藏铁路建设和安全运营中的关键。笔者从设备、人员、环境和管理 4个层面 ,按照系统工程理论和方法 ,提出青藏铁路安全保障体系的架构及其功能 ,强调必须采用先进技术和规划型行车组织管理模式 ,以保证青藏铁路的安全。
The specific characteristics of Qinghai-Tibet railway and its disadvantageous impacts on transportation safety are analyzed, which raise special demands for railway building and operation. Taking operation safety and reliability as the core points in the design and establishment of the safety system will be crucial in construction and operation of this railway. The framework and function of the safety system designed in terms of system engineering theory are put forward from four aspects, i.e. equipment, staff, environment and management. It is emphasized that advanced technique and schematic train running model must be utilized in order to ensure the railway safety.
