地方政府履行高等教育职责评价体系研究综述

Research Reviewe of Local Governments to Fulfill Their Duties of Higher Education Evaluation System

通过归纳总结目前国内外对地方政府履行高等教育职责评价体系的研究情况,发现国外学者的研究把地方政府公共事业管理绩效评价看作是一个完整系统的整体过程,主要关注于绩效评价的基本性质、绩效测量、绩效评价应用三个领域。政府公共事业管理绩效评价在中国才刚起步,国内研究主要关注以下几个方面的内容:一是地方政府与地方高校的关系,二是地方政府在高等教育中的职责及权限,三是总体教育政绩评价,四是地方政府教育财政支出绩效评价,五是国外政府绩效评估的理论与实践。综观国内外研究,发现还存在以下不足:一是缺乏系统性,二是重视不够,三是边疆民族地区地方政府高等教育职责履行的研究存在诸多缺憾。

Through sum up to local governments to fulfill their duties of higher education at home and abroad research situation of evaluation system, found that foreign scholars study the performance evaluation of local govern-ment public business administration as a complete system of whole process, focuses on the basic nature of the perfor-mance evaluation, performance measurement, performance evaluation of three areas of application. Government per-formance evaluation of public utilities management have just started in China, domestic research focuses on the fol-lowing aspects of content:The first is the relationship between the local governments and local colleges and universi-ties;The second is the local government in the responsibility and authority of higher education;The third is the over-all education achievement evaluation; The fourth is the education of local government finance expenditure perfor-mance evaluation;The fifth is foreign government performance evaluation theory and practice. Throughout the domes-tic and foreign research, found that there are the following deficiencies:The first is the lack of systemic;The sencond is not enough;The third is the frontier minority areas of higher education of local government functions to perform re-search has many defects.
