高校内涵式发展背景下高等教育评估制度的再审思

当前,内涵建设已是高等教育面临的首要任务。高校内涵建设核心在于人才培养质量,提升人才培养质量的关键在于提高教学质量,完善高等教育内部质量保障体系,继续推进以人才培养质量为核心的审核式教学评估制度。未来高等教育评估工作应改变评估标准,确立以人为本的评估文化;评估过程中要继续推进评估主体多元化的发展,正确处理好各评估主体间的利益关系;要以学生为本,重视学生的主体性地位;要注重实施分类指导,促进多元化发展,完善校内自我评估和专业评估制度;建立健全内部质量保障的长效机制;加强国际合作和国际评估,不断推进专业认证国际化。

Nowadays,the connotation construction is the primary task of higher education.The main task of connotation construction of colleges and universities lies in the quality of talent cultivation,and the keys to improve the quality of talent cultivation depend on improving the quality of teaching and the internal quality assurance system of higher education,continuing to push forward with the audit teaching assessment system and take it as the core of the talent training quality.It should make great efforts to establish the human-oriented cultural values of evaluation in the future evaluation system in colleges and universities;We should continue to push forward the development of the diversification of assessment and deal with the relationships between stakeholders correctly,attach great importance to the students' subject status,execute classified guidance,promote the diversified development,improve the self-evaluation and professional evaluation in colleges and universities,establish a long-term mechanism of internal quality assurances,strengthen international cooperation and assessment,and constantly promote the internationalization of professional certification.
