噶尔丹洪台吉统一卫拉特蒙古各部,建立准噶尔汗国后,提出建立"尼伦大业"的政治纲领,并颁布了两道《噶尔丹洪台吉敕令》。1676年十月,颁布了《噶尔丹洪台吉第1号敕令》。②1678年正月,颁布了《噶尔丹洪台吉第2号敕令》。通过这些立法活动,贯彻了其"实施变法,巩固‘新政',加强法制,维护社会秩序"的法律思想。

After Burning Dan Hong unified Oirat Mongolia,and established Zliungeer Khanate,he proposed the political program of 'the great cause of Nilun',and enacted two 'Burning Dan Hong taisi(台吉) proclamation'.Then he promulgated 'the No.1 purpose of Burning Danhong taisi in October 1676','the No.2 purpose of Burning Danhong Taisi' in January 1678.Through these legislative activities,and implement its 'implementation of reform,consolidation of the ' New Deal',strengthening the rule of law,safeguarding social order,' legal thinking.
