新疆建省与察哈尔营的改制

Founding of Xinjiang Province and the Change of Chahar Camp

新疆建省的重要目标是在各地建立郡县,伊犁四营之一的察哈尔营建县经历了漫长的过程。由于察哈尔营处在伊犁将军府的管辖体制之下,进行戍边,并未与新疆建省同步建立郡县;直至民国时期,伊犁军府制解体,察哈尔营改制为县。本文主要论述了新疆建省的背景、建省与察哈尔营的军制改革、民国时期察哈尔营改制的过程。

The important goal of establishing Xinjiang province is to set up prefectures and counties all over.Chahar Camp,one of the four camps in Hi,experienced a long process.Since the Chahar camp was garrisoning the frontiers under the jurisdiction system of the Hi General Government,it was not changed to county at the same time with Xinjiang province until the period of the Republic of China(1912—1949),disintegration of the Hi General Government.This article mainly discusses the background,establishing of the province and the military reform of Chahar Camp,and the process of Chahar Camp's system changing in the time of Republic of China.
