中美社会和人文对话机制:既有基础与战略路径

中美社会和人文对话机制的建立,标志着中美人文交流进入一个新的时期。在中美关系充满重大战略不确定性的背景下,中美社会和人文交流对话的可持续推进很大程度上取决于两项评估:一是对战略环境的精准评估,二是对机制基础的精准评估。中美利益和命运联系日益紧密,特朗普当选和经济复苏有效释放了美国国内的焦虑情绪,中美关系性质和美国国内社会心态等的变化都为中美社会和人文对话创造了有利的战略环境;与此同时,中美人文交流高层磋商机制自2010年起共举行了七轮磋商,为中美社会和人文对话奠定了重要的制度基础。尽管仍存在诸多挑战,中美社会和人文对话须在继承中美人文交流高层磋商机制既有成果的基础,有效结合自上而下与自下而上两种方法,推动其深入和可持续发展,为中美关系发展奠定更为扎实的社会基础。

The establishment of China-U.S. social and cultural dialogue mechanism symbolized the new era of Sino-American people-to-people exchange.Under the profound strategic uncertainties,the sustainable development of ChinaU.S. social and cultural dialogue depends on two accurate evaluations,namely its strategic environments and institutional foundations. While strategic skeptics arising,China-U.S. social and cultural dialogue can explore its beneficial strategic environments thanking for increasingly consolidated Sino-American interest and destiny communities and effectively released of American anxieties by Donald Trump’s election and recovering of American economy. Meanwhile,the 7 rounds of high-level consultation on people-to-people exchange between China and America between 2010 and 2016,has laid solid institutional foundations for China-U.S.social and cultural dialogue. Looking into future,China-U.S. social and cultural dialogue should combine top-down and bottom-up approaches effectively,based on achievements of the high-level consultation on people-to-people exchange mechanism,for facilitating the sustainable development of Sino-American peopleto-people exchange and lying solid social foundations for China-U.S. relationship.
