A Basic Outline for Establishing the Science of Assistant Policymaking

辅助决策学是一门亟待建立的新学科。它的学科定位是立足于研究辅助决策现象和规律的应用性社会科学,也隶属于管理学科。辅助决策学的基本特点表现为应用性、综合性、功利性。本文重点从学科论、源流论、本质论、主体论、客体论、环境论、机理论、过程论、方法论、价值论等方面阐述和描述辅助决策学的基本理论架构,指出它应采用的主要研究方法。

Assistant policymaking is a new discipline of great urgency to be established. Its academic position is both an applied social science devoted to studying assistant policymaking phenomena and laws and a management discipline. The basic characteristics of assistant policymaking include applicability, comprehension and utilitarianism. This article expounds and describes the basic theoretical framework of assistant policymaking from the significance of discipline, origin, essence, subject, object, environment, mechanism, procedure , methodology and value system, and then outlines the major research approaches deemed applicable to its study.
