关于建立大警务系统的几点思考

Thoughts on the Construction of a Wholescale Police Work System

建立大警务系统是我国加入WTO以后社会治安形势的要求 ,是解决我国警务条块分割的根本办法 ,也符合世界现代警务加强统一协调指挥的发展趋势。建立大警务系统 ,有必要考虑到警务主体的组织、意识、实物、信息四大要素 ,从改革我国现行警务管理体制、设立全国警务指挥机构、健全统一警察法规、建立全国警务保障体系、完善全国警务信息网络等方面着手。

To construct a wholescale police work system is required by the new social order situation after China's entry into WTO,and a fundamental way of solving the separation of Chinese police work system and a tendency to strengthen unified command in the world modern police work.While constructing the police work system,the four factors——organization,awareness,practice and information,should be taken into consideration,reform the police administrative operation system,establish a commanding agency of nationwide police work,perfect and unify the police laws,build up a guarantee system and improve the information network for the nationwide police work.
