安全的传统意义已经发生了重大变化 ,安全是权利的获得和实现不受侵犯和危害 ,安全是国家和社会冲突表现的主要领域。在新时期 ,安全的风险、危险和危害是社会矛盾的主要反映 ,其表现形式和范围日益扩大和复杂化。安全具有巨大的相互依存性 ,不能离开世界和社会整体而获得安全 ,不能离开人和社会的发展而获得安全。安全的预防原则必须建立在深厚的安全文化基础上。安全和安全所要维护的价值不能剥离。在我国 ,安全的价值是人民根本利益的法律表现即权利。

The traditional meaning of security has changed greatly. Security is the major domain of embodiment of the social conflict, and it is in essence the obtainment of right and realization of being protected from harm and infringement. At present, the risk, danger and harm of security is the major reflection of social contradiction, and the manifestation and extent has been increasingly complicated and widespread. Security has considerable interdependence, so it is impossible to obtain security if breaking away from the whole society or the whole world and also impossible if breaking away from the development of human beings and society. The prevention principle for security must be based on the deep security culture. Security and the values what security tries to protect can't be separated from each other. In China, the value of security is the legal embodiment of the people's radical interests, i.e., rights.
