哈尔滨市社区卫生服务承担城镇职工基本医疗保险的能力分析

An analysis on the capability of community health services taking on basic medical insurance

的 探讨社区卫生服务承担基本医疗保险应具备的能力。方法 采用分层整群抽样的方法对哈尔滨市 2 4家社区卫生服务中心和 9家医疗保险定点医院进行调查。结果 社区卫生服务中心的卫生技术人员专科学历以上占 53 0 3 % ,中级职称以上占 49 0 8% ;80 %的机构拥有常规诊疗仪器 ,具备开展常规诊疗所需的基本技能 ;能够独立诊治常见病和多发病。结论 社区卫生服务已基本具备了承担基本医疗保险的能力 ,主要以首诊病人 ,诊断明确的慢性病门诊治疗、离退休老年人的医疗、社区康复。

Objective To explore the capability of community health services taking on basic medical insurance.Methods An investigation was conducted with stratified cluster sampling in 24 centers for community health services and 9 hospitals taking on basic medical insurance.Results The ratio of health technicians who graduated from junior college and graduates was 53 03% and the secondary above 49 08%.And centers for community health services have held general equipment and could diagnose and treat common diseases independently.Conclusion Community health services can provide with most of basic medical insurance items.The juncture between above two mainly lies in first examined patients,chronic diseases treatment in out_patient which been diagnosed definitely,treatment for the retired,community rehabilitation and diseases screening and prevention in community.
