提高社会治理社会化、法治化、智能化、专业化水平,不仅需要全面依法治国,还需要其他非正式制度的有效配合。作为非正式制度的重要组成部分,社会规范是在个体理性自利习惯的基础上,通过频繁交往和重复博弈不断地社会化、规范化和稳定化,并在获得自助行为和内化的保证下逐渐生成的。社会规范调整下的群体生活与亚里士多德论述下的城邦生活部分分享着同一个伦理基础,即以有用和平等为核心的友爱观。作为私域惯例的社会规范虽与同为非正式制度的软法、民间法分享着某些相似性,但其在本质上仍是不同的行为规则。拓展社会规范理论的研究,可以为良好治理的实现提供制度资源。
