历史与现代:人民调解的“枫桥经验”之形成与创新发展

Between History and Modernity:On the Taking Shape and Innovation-Driven Development of the Fenqiao Experience in the People’s Mediation

作为'枫桥经验'的基本内容、重要方面和工作机制,人民调解的'枫桥经验'是诸暨市人民在党的领导下,将政府组织和推动、社会协同与公众参与相结合,借助本地传统资源,以人民调解委员会调解为基础建立多元化解的体系和机制,通过非讼形式有效解决社会矛盾纠纷的有益探索和典型示范。新时代人民调解的'枫桥经验'应当在夯实人民调解委员会调解基础地位的前提下继续创新发展,在贯彻实施党的十九大提出的实现社会治理的社会化、法治化、专门化和智能化方面走出富有自己特色的成功之路。

As the Basic content,the important aspect and the working mechanism,the Fenqiao experience in the people’s Mediation is that Zhuji people solved the social disputes effectively via multiple dispute settlement mechanisms based on the people’s mediations committee which was formed by integrating government promotion,social coordination and public participation under the leadership of the party with local traditional resource.It was the beneficial exploration and a typical example.In the new era,the Fenqiao Experience in the people’s Mediation should continue to develop innovatively constructing the foundation of the people’s Mediation and then carry out the successful trials with its own characteristics for bringing about the socialization,legalization,specialization and intelligentization of social governances that was put forward by the 19th National Congress of the Communist Party of China.
