摘要 本文重点论述了三方面问题 ( 1 )退耕还林的必要性与紧迫性。黄河流域坡耕地量大面广 ,是水土流失的主要源地 ,是生态环境恶化、人民生活贫困的主要原因 ;退耕还林不仅必要、潜力巨大 ,而且十分紧迫。 ( 2 )退耕还林的具体办法 ,包括实施途径 ,分期实施规模。提出近期应重点实施 2 5°以上陡坡耕地、中远期实施 2 5°以下缓坡耕地。 ( 3)退耕还林应注意的问题。因地制宜是关键 ,建设基本农田、保证粮食自给是基础 ,是前提。 In this paper three aspects were researched . ① The necessity and urgency of returning farmland to forests. Slope farmland is the main source of water and soil loss, the main reason of ecosystem worsen and poverty, and urgently need to rebuilt. ②The approach of returning farmland to forests. Analyze of food's need, construction of basic farmland, ensurence of food self-sufficient, should be done before returning farmland to forests . The goal is that: mainly practice steep slope farmland in recent, and then for slow slope farmland. ③ Measures of returning farmland to forests should be suited to local conditions, and integrated with other water and soil conservation method, as well as economy development.
